How would a Customs Union of the Americas – CUTA – work? The Undersecretary of the Treasury for International Finance would have oversight over transactions that settle within the customs union.
- No barriers to trade increase productivity and improve quality of life for all constituents.
- A system of trade credits for lower income nations. The IMF’s Special Drawing Rights or U.S. dollars could finance trade credits. Contributions would be based on GDP, and credits would be used to purchase imports from union members.
- Imagine a SNAP‑like program for trade. Clearing could be handled by the Federal Reserve Bank of New York, creating a fee‑for‑service revenue stream for the Fed and U.S. Treasury.
